As 2021 comes to an end, the newly formed Natural Hazards Research Australia finishes its first six months of establishment. It has been a hectic period with many streams of activity happening, despite the restrictions imposed by COVID-19.

National data provider joins as project partner

A key project that will enhance the availability of data provision for natural hazards research has received new support with partnership and funding from the Australian Research Data Commons.

The Research data management project, a round one Natural Hazards Research Australia project, will be supported by the Australian Research Data Commons through its Bushfire Data Challenges program.

The role of Node Research Managers

As part of the establishment of Natural Hazards Research Australia, the new role of Node Research Manager was created. The Centre currently has three Node Research Managers – Nicola Moore, Dr Kat Haynes and Dr Blythe McLennan – based in Queensland, New South Wales and Victoria, respectively.

Student support boosted with additional program

Postgraduate research through Natural Hazards Research Australia has received a boost with the opening of the Centre's Associate Student program.

Researchers needed to better understand lifeline resilience

Expressions of Interest are sought from research providers to deliver a project exploring lifeline resilience for regional and remote communities.

Part of Natural Hazard Research Australia’s first round of research projects, the Understanding the resilience of lifelines for regional and remote communities project will be conducted over 12 months. Expressions of Interest closed on 21 December 2021. Applicants were notified of the outcome by 25 January 2022.

Natural Hazards Research Australia is working with our participants across Australia and New Zealand to understand their research needs, building across eight research themes.

These broad research themes are grouped into foundational, functional and driving change themes.

These themes are not focused on single hazards, geographical regions or community sectors. Instead, they focus on high-level, Australia-wide outcomes.

Risk, Audit and Compliance Committee

The Risk, Audit and Compliance Committee provides the Natural Hazards Research Australia Board with assurance that there are adequate processes in place with regard to matters of risk, audit and compliance.

The role of the Committee includes, but is not limited to, oversight of:

  • management of risks relating to the work of the Centre
  • financial management and reporting
  • compliance with regulatory and statutory requirements and with the Commonwealth and Participants’ agreements
  • an external audit process and systems of internal financial control.

Education and Training Committee

The Education and Training Committee provides the Natural Hazards Research Australia Board with advice on the strategic directions that the Centre should take to support and promote training and education to improve resilience to natural hazards.

The role of the Committee includes, but is not limited to, oversight of the:

  • Postgraduate Research Scholarship and Associate Student programs
  • Early Career Researcher Development and Industry Fellowship program
  • Future Research-Skilled Workforce program
  • Research-informed education and training program.

Research and Implementation Committee

The Research and Implementation Committee provides the Natural Hazards Research Australia Board with strategic advice on the overall development of the Centre’s research and implementation programs, consistent with the Commonwealth Funding Agreement.

The role of the Committee includes, but is not limited to, oversight of:

  • the development of the 10-year Research Strategy
  • the development and operation of the Biennial Research Program
  • the development and operation of the Research Implementation Strategy

International Research Advisory Panel

The International Research Advisory Panel provides advice to the Research and Implementation Committee of Natural Hazards Research Australia's Board on the quality and progress of the Centre’s research program and Biennial Research Plan. This will help improve research quality through providing an international perspective on research trends, collaboration opportunities, as well as professional and research development opportunities.

The Panel has representatives from the global research community with expertise relevant to the physical, social and political sciences that reflect the Centre’s research program. Members of the Panel have knowledge and experience relevant to natural hazards and disaster risk reduction.

Reconciliation Working Group

The Reconciliation Working Group was established in late-2021 to drive, coordinate and implement the first Reflect Reconciliation Action Plan and future reconciliation activities across the Centre.

Connecting Indigenous people and the emergency management sector – effective partnerships

NAILSMA and local Indigenous consultants will hold a series of discussions with Indigenous community members in their region, reviewing research and other work done over the course of the Bushfire and Natural Hazards CRC Black Summer project and in preparation for a forum to be held at Burketown (Gulf Queensland), hosted by Gunggalida Garawa people.

Project details

An Indigenous Reference Group will be established to guide this project. The Group will have representatives from each northern jurisdiction. An agency Reference Group with representation from senior emergency management and other significant agency staff will be enacted to provide feedback on project activities and outcomes, also engaging directly with Indigenous leaders and their ideas at the forum to explore mutual stance on constructive change and development in the sector.

Representation of this project will be made (where possible) to relevant state, territory and Federal Government ministers to promote the initiative, the ideas and recommendations that come from it and garner support.

In general, this project aims to:

  • empower a local group of Traditional Owners and land managers with the opportunity to bring senior, knowledgeable and influential people from Indigenous communities and emergency management agencies across the north together for frank and open discussion
  • further the collective discussion and understanding of opportunities for constructive change in emergency management engagement with Indigenous communities
  • explore the specific example of the partnership between Indigenous leadership and land management around Burketown in Queensland and its potential relevance to other peoples/areas
  • further discussion about challenges, opportunities and initiatives in emergency management in other jurisdictions and areas
  • directly employ Indigenous researchers and facilitators to use and or improve their skills and understanding in this sector
  • stimulate and inform further discussion within emergency management agencies and governments about initiatives that will further the mutual interests of Indigenous people and wider public in developing more effective, cost-efficient emergency management
  • strengthen the case for federal government engagement and support for this initiative and the recommendations that come from it
  • draw connections amongst various relate programs and sectors to garner more holistic support.
